Your lineart has gotten much neater. You paid more attention to where the light and shadows would be on what you drew, which is wonderful..! I think it would have been neat if you had gotten the pattern on the scarf to follow the folds. I still think that it was good on your part to put so much information on the scarf. It made your drawing more appealing and more interesting than if you had left it a plain colour. Your colouring style is interesting as well (In a good way..!!). I think this drawing would be stronger if you added an atmosphere. When I see scarves, I think of cold, and when I think of cold, I think of fall/winter. Maybe some cold air, or some snow? (These are just suggestions, nothing more) I like the softness of the eyes. I enjoy your take on these types of characters. (Ponies are hard to draw!!) I think its great that you add your own style into your fanart.
